    Niwot High School’s mascot is the cougar, but it seems there are also some eagles amongst the student population. Legal eagles, that is.     Last week, the Boulder County Planning Commission voted 5-4 to deny the proposed zoning change for the Twin Lakes area in Gunbarrel.     The Boulder County Planning Commission will be reconsidering a land use decision made last October for the Twin Lakes area on Jan. 18.     Lika Gipis, owner of Sunflower Kids Art Studio at 6545 Gunpark Drive is continuing a tradition of creativity and imagination in the arts.
