People huddled under the canopy near the reading tree, some had flowers, others were passing out candles. They had gathered to celebrate the life of Peter Guthrie Bonn-Elchoness.     Bug's Eye View The building may be small, but Niwot artist Denise Chamberlain has transformed it into a colossal piece of public art.     Proposition 6C to form a library district in Boulder and beyond passed with 53.20% of the votes cast. The district will improve library services in Boulder County and provide funding for a new library branch in Gunbarrel according to the Boulder Library Champions.
