    It was well below freezing Friday night when a somber crowd gathered at the Niwot Children's Park. People huddled under the canopy near the reading tree, some had flowers, others were passing out candles. They had gathered to celebrate the life of Peter Guthrie Bonn-Elchoness.     Bug's Eye View The building may be small, but Niwot artist Denise Chamberlain has transformed it into a colossal piece of public art.     Proposition 6C to form a library district in Boulder and beyond passed with 53.20% of the votes cast. The district will improve library services in Boulder County and provide funding for a new library branch in Gunbarrel according to the Boulder Library Champions.
