Dental office redevelopment approved by county at former Lefty's Pizza site

The Niles commercial structure for 364 2nd Avenue was conditionally approved by the Director of the Boulder County Department of Community Planning and Permitting (CPP) on April 25, 2023. The 4,180 square-foot building will include a new location for the dental office of Dr. Ashley Niles on ground level, as well as an upstairs architectural office.

The Determination Letter specifies the conditions on the approval to build. The 720 square-foot building currently at that address which is home to Niwot Pizza, formerly Lefty's Pizza, will be deconstructed so that materials can be salvaged for recycling, resale or reuse as an alternative to sending them to a landfill. The owners of Niwot Pizza, Lorenzo and Maricela Villalobos, are actively looking for another Niwot location for their pizza business.

During construction, access requirements include keeping the 2nd Avenue sidewalk open. No materials or debris can be staged on 2nd Avenue. The alley north of 2nd Avenue must be kept free and clear at all times except when the alley itself is being improved.

Alley improvements include grading the surface from Franklin Street to the 364 2nd Avenue property in order to ensure positive drainage. Full alley improvements are not required except for that part of the alley within the property boundaries. The property owner will be required to maintain part of the alley as determined during the building permit process. The design must include a vehicle turnaround that is subject to review by Mountain View Fire and Rescue.

The property is within Wildfire Zone 2 which requires certain mitigation methods. Those methods include using ignition-resistant materials for construction and providing at least three feet of non-combustible defensible space.

It was previously determined that the Niwot Pizza building does not have historical value. The letter indicates the new building may not have a significant negative visual impact on the natural features or neighborhood character of the surrounding area. The impact on views from private properties must be considered.

Lighting must be fully shielded so as to prevent light shining upwards.

The Board of County Commissioners has until May 9 to call up the determination in order to review it. If it is not called up then the determination by the CPP director governs the development of the property.
