Diagonal Highway Mobility Project submits state review

The principal parties designing the CO 119 (the “Diagonal”) Safety and Mobility Improvements Project and Bikeway Project have submitted their plans for review in compliance with a 1974 law known as the Areas and Activities of State Interest (also known as the “1041” application). This law provides a way for local governments to regulate development by other governmental agencies on lands that are located within their communities. Project leaders provide the governmental entities with their designs in order to obtain permits and permission to proceed.

Other examples of 1041 applications include the Gross Reservoir Expansion and the Longmont Terry Lake Neighborhood sewer expansion.

The Mobility Project includes the redesign of some of the major intersections on the Diagonal and establishes Bus Rapid Transit (BRT) with dedicated bus stations and special traffic lanes in order to make bus travel more convenient and take less time. The Colorado Department of Transportation (CDOT) and the Rapid Transit District (RTD) are leading the Mobility Project.

The Bikeway Project is a 9-mile long 12-foot-wide multi-use path in the median between the traffic lanes of the Diagonal Highway. Boulder County is leading the Bikeway Project.

These are complex projects affecting multiple communities and engaging multiple governments, including Boulder, Longmont, Boulder County and the state of Colorado as well as the Niwot and Gunbarrel communities. This 1041 application provides the details of these projects in one package.

Boulder County Planner Pete L’Orange explained, saying, “1041 reviews are required to go through a lengthy review process, including a public hearing before the Planning Commission, and, ultimately, a public hearing and decision by the Board of County Commissioners. At this time, the earliest the application could possibly be reviewed by the Planning Commission would be March 15, 2023.” Following the Planning Commission review, the matter will proceed to consideration by the Boulder County Commissioners.
