    Vandals have once again damaged the Niwot Children’s Park, and the Niwot Cultural Arts Association is taking steps to curb the destruction.     The Niwot Local Improvement District Advisory Committee held its monthly meeting on Tuesday, July 11, with several large expenditures on the agenda. Before hearing funding requests, members reviewed the July budget reports prepared by county liaison Pete Salas and LID treasurer Harris Faberman.     Summer time is construction time, and the area between Boulder and Longmont is no exception. There are several projects going on currently and that will start in the near future.     For Niwot locals, it seems the Old Oak Coffeehouse appeared overnight in the long vacant Emporium storefront on 2nd Avenue.
