The
following directors were present:

ACTION ITEMS:
Commissioner Stewart. Mr. Stewart was present to discuss the
County’s Open Space program with emphasis on the Transfer of Development Rights
Program. Mr. Stewart discussed with the
Board how many exist, their ownership and more recent updates. TDRs within
Niwot were discussed at length. Costs
of the rights were discussed and the possibility of receiving credit for
maintaining water on land from where rights were purchased. This may affect the District and the Manager
will look into it further. The Manager
will also contact Mr. Billingsly [Land Use Director] and obtain copy of the
conservation easement on the former Tieffel property now owned by the District.
Sherman &
Howard Engagement Letter. A motion by
Bob Jones, second by Jim Martinsen to approve the Sherman & Howard
Engagement Letter in order to retain the firm as Bond Counsel passed
unanimously.
Resolution
2001-3, a resolution approving the loan documents from the Colorado Water
Resources and Power Development Authority and enabling the District to borrow
$1,000,000 from the Authority, passed unanimously.
Plant
Remediation. Staff reported that the
majority of work is mobilization/coordination/submittal review. Pond three is in the process of being
emptied so that an embankment can be constructed, and work on the clarifier
commenced.
